Transnational territorial cooperation Programme

MED

Call for proposals 2008

I. Context

European territorial cooperation programme 2007-2013 with a budget of

256 617 688 €, co-financed by the ERDF, the MED Programme touches the

Mediterranean and coastal regions of nine EU Member States ( Cyprus, Spain,

France, Greece, Italy, Malta, Portugal, UK, Slovenia) and two Mediterranean

countries that are candidates or potential candidates to the EU: Croatia and

Montenegro. The budget per each participating IPA country comes from IPA

(Instrument of Pre-Accession) funds.

The main objectives of the programme are:

- Improving the competitiveness of the cooperation space while guaranteeing

growth and employment for the future generations

- Promoting territorial cohesion and protecting environment in coherence with

sustainable development

The MED Programme finances transnational cooperation projects.

Following the decision of the Monitoring Committee taken in the meeting of 24th and

25th January, the first call for proposals for the year 2008 is launched.

II. Documents of reference

Before submission of any project, it is fundamental to refer to the Commission

Regulations, in particular EC1080/2006 EC 1083/2006 , EC 1828/2006, EC

1085/2006, EC 718/2007, as well as to the framework documents of the programme

(Operational Programme, Implementation Guide and Evaluation Chart)

III. Two step procedure

The MED Programme call for proposal is a two-step procedure: the first is preapplication,

open to all typologies of beneficiaries described in the implementation

guide; and the full proposal which is reserved for selected pre candidates.

Selected pre-candidates will then have three months to submit a full application form.

These forms will be then assessed to select the projects which will be financed by the

MED Programme. Each candidate will receive the official communication from the

Managing Authority concerning its pre selection result. The two-step procedure forms

one unique call for proposal.

IV. Priority Axes and objectives concerned

This Call for proposals concerns the “Traditional Projects” and it is open to all priority

axes and objectives of the Operational programme.

V. Eligible beneficiaries

All eligible beneficiaries as defined by the MED Programme can participate in this

call. Nevertheless, only beneficiaries from eligible regions in the EU can benefit from

ERDF funding. Those from the eligible pre-accession countries (Croatia and

Montenegro) participate with IPA funding.

VI. Budget available (ERDF and IPA)

The global budget allocated for this first call includes 2007 and 2008 annual budgets,

in total 51 312 447 M€,

The Selection Committee reserves the right to not allocate the total budget, should

the project quality criteria defined by the Programme not be met.

The maximum amount of Community contribution for the participation of Croatia to

this call, through the 2007 funds of the IPA cross-border co-operation component,

shall be 53,020 € as approved by Commission Decision C(2007)6121 of 12

December 2007. The indicative amount, through the 2008 IPA funds, for the

participation of Croatia is 106,080 EUR.

The maximum amount of Community contribution for the participation of Montenegro

to this call, through the 2007 funds of the IPA cross-border co-operation component,

shall be 200.000 € as approved by Commission Decision C(2007)6429 of 20

December 2007. The indicative amount, through the 2008 IPA funds for the

participation of Montenegro, is…… EUR.

Information concerning IPA countries only:

The conclusion of the grant agreements for Croatia resulting from this call for proposal is subject to the

fulfilment of the following 2 events:

1. The adoption by the Commission of a decision conferring to the national authorities of Croatia

management powers to implement funds under the "Cross-border cooperation component" of the

Instrument for Pre-accession Assistance (Council Regulation (EC) No 1085/2006 of 17 July 2006);

and

2. the conclusion between the Commission and Croatia of a Financing Agreement implementing the

"Programme on financing the participation of Croatia in the ERDF European Territorial Co–operation

transnational programmes "South–East European Space" and "Mediterranean Space" under the IPA

Cross–border Co–operation component, for the year 2007".

The conclusion of the grant agreements for Montenegro resulting from this call for proposal is subject

to the fulfilment of the following event:

The conclusion between the Commission and Montenegro of a Financing Agreement implementing

the "Programme on financing the participation of Montenegro in the ERDF European Territorial Co–

operation transnational programmes "South–East European Space" and "Mediterranean Space" under

the IPA Cross–border Co–operation component, for the year 2007".

VII. Contents of proposals

The pre-proposal has to contain the following elements:

- The project application form

- Letters of intention from all participating partners

The list of the documents to be used and to be taken into account for presenting a

pre-proposal is available on the MED Programme web site:

VIII. Modalities for submission

The pre-proposals must be sent to the Joint Technical Secretariat from 3 March until

2 May 2008.

The interested partnerships have to fill in and to submit the pre-proposal online in the

monitoring system of the MED Program: http://med.presage-cte.org

(Should any technical problem occur, the Joint Technical Secretariat – JTS- must be

contacted immediately)

A complete paper copy of the application has to be sent within the deadline

indicated above to the JTS:

- By post, by registered letter, with the mention : « call for pre-application MED

Programme » on the envelope and the project name, name of the lead partner,

number of the priority axis and objective to the following address:

ATTENTION:

Only the postal stamp, or the online submission by the monitoring system of

the program, proves that the application has been sent within the deadline. The

email is not considered official without these other means of submission. In

case of differences between the hard copy and the version registered in the

monitoring system, the hard copy prevails.

The Pre-proposal (containing the application form and the letters of intention)

has to be filled in English or in French. However, some fields should be filled in

both languages.

The elements in the application form must not exceed the maximum amount of

characters and have to respect the indicated text format and typing character

size.

Coherence of the project with the orientations of the Axis and of the objective of the

programme related to the project

II. Transnational dimension of the project

Geographical balance of the partnership

Transnationality of the project

III. Quality of the project

Origin of the project

Dissemination, promotion, valorisation of actions and results

Quality of the drafting and consistency of the description of the project

Impact of the project

IV. Quality of the partnership

Experience and credibility of the partners

Nature and composition of the partnership

V. Financing

Relation budget-activities-results
